Big 5 Clampdown

Spain will join France, Germany, England and Italy in a summit in Evian concerning new "tough on immigration" measures, including fingerprinting and id-cards. In the case of Spain, this may represent the follow-through of the classic "one-two" regularization then clampdown policy approach.
